Deen Dayal Jan Awas Yojna is an initiative of the government to encourage the development of ”high density plotted colonies” in Low and Medium Potential towns of Haryana through a liberal policy framework. This policy aims to put a check on mushrooming of unauthorized colonies in these townsand simultaneously achieve the target of ‘Housing For All -2022’

The allotment of plots is done on first come first serve basis. It is done in 2 phases with the second phase commencing after completion of infrastructure development work. Total time given to colonizers to complete the project is 5 years with a grace period of 2 years in case all plots have not been allotted.

Majority of dwellers in Tier II and III cities don’t get access to basic amenities like water, electricity, sewerage etc. Many properties in such cities are illegal with poor infrastructure and bank loans are scarcely available to home buyers. Under this scheme, colonizers will provide all modern amenities and 80% bank loan will be available. Also, floor wise sale and registration will be allowed for small plots of 60 sq m (72 sq yd) which is a first in Haryana (currently minimum size of plot in which builder floors can be sold is 180 sq yd). Projects can be planned for even 5 acres.

The land conversion (CLU) charges and infrastructure development charges required to be paid by developers to the government have been waived off to encourage them to develop such colonies. The rates of licence fee and external development charges have also been substantially reduced

Both DDJAY and PMAY are part of government vision of Housing For All – 2022. First time home buyers who purchase land under DDJAY can avail home loan benefits of Credit Linked Subsidy Scheme announced under the PMAY.
